College president quits

COOS BAY — The Southwestern Oregon Community College board of education unanimously accepted the resignation of President Judith Hansen today, following a hastily called executive session.

As part of the agreement, the college will pay Hansen a year’s salary and benefits, totaling $148,654, according to Rick Osborn, director of communications.

The board appointed Dean of Students Patty Scott as interim president until a more permanent leader can be found with the help of Oregon School Boards Association. Scott has worked at the college for 16 years and served in her present job for a year and a half.

Hansen, who took the job in 2005, plans to submit a formal letter of resignation Friday. The board asked that she not return to campus after today.

“I believe that following months of working through differences with board members, it is in the best interest of the college that I not continue as president,” Hansen said after the meeting.

Board Chairman Lonny Anderson said it was a mutual agreement the college and Hansen part ways.

“Dr. Hansen has done what the board at the time she was hired asked her to do: increase outreach into the community,” he said. “That being done, we need a different leadership style at the college.”

Hansen’s performance as president first became the subject of public discussion following an executive session on Feb. 18, after which the board hired OSBA to “investigate areas of concern.”

The board eventually rescinded the order and brought in a team of consultants to interview campus employees about their concerns with Hansen and campus culture in general. College officials expect a final report from those interviews next week, though Anderson said items in the report related to personnel issues will be excluded from the public.

Three employee groups held no-confidence votes in Hansen at the end of the past academic year. Even after those votes, Hansen was adamant she wanted to remain at the college. She said there were too many positive things happening, from increasing enrollment to greater course offerings and online options, to leave.

Her thoughts had apparently changed as of Monday, when Hansen’s lawyer contacted the college’s attorney, Roger Gould, about a resignation proposal.

Hansen said a board meeting Saturday played a factor in her decision.

“That was an important moment for the board as well as for my leadership,” she said.

Under the prior system, Hansen served as the board’s only employee. All other college staff were the president’s employees. On Saturday, the adopted a new system in which it will write administrative rules as to how things are done at the campus.

“The president will still be our only employee,” said Chairman Lonny Anderson. “The board will have more input by having the traditional governance model.”

The board met this morning in executive session to discuss information exempt by law from public inspection. About an hour later, board members came out in open session. College employees spilled into the room, taking up practically all of the available seats.

Board member Marcia Jensen moved to accept Hansen’s resignation and Rick Howell seconded the motion.

As part of the agreement, Hansen will be paid a year’s salary in monthly increments, totaling $134,930. She also will continue to receive health insurance and Public Employee Retirement System payments for a year’s time; all of her unused vacation time; and the option to purchase at fair market value the Dodge Durango she was provided as president.

As Gould read the conditions of Hansen’s resignation, members of the audience gasped. Hansen appeared calm throughout the meeting.

The board then went into executive session for about 10 minutes to discuss transition plans. Hansen offered to stay, but was told she was not needed and she left.

After that meeting, the board announced its decision to appoint Scott to lead the college in the interim.

“I’m looking at continuity,” said Howell.

He noted that Vice President Sheldon Meyer plans to retire shortly and Vice President Valerie Martinez has only been at the college a brief period of time.

“We definitely need someone who has been there and done it,” said David Bridgham. “We want to make sure we have a point person who is knowledgeable and can do the job for us.”

The vote on appointing Scott went 5-0, with Cherie Mitchell abstaining. Carol Oelke, who participated in the executive session via conference call, hung up following the vote on Hansen’s resignation.

Anderson said he expects to have an interim president take over from Scott within four to six weeks. He said OSBA has been told the college wants someone with community college presidential experience, financial and team building knowledge. OSBA also will help search for a permanent replacement, Anderson said.

Hansen said she hopes the past eight months of turbulence at the college will not adversely affect Southwestern’s future.

“I’ve especially appreciated the community response for support of the college and of the president through clearly difficult leadership times,” Hansen said after leaving the meeting. “I urge our college community to continue that support into the future through this leadership transition.”

Many caring and dedicated instructors were let go. The First Stop Center and Financial Aid departments are a dismal mess and advise students to drop out if their aid package is delayed. I can go on but you get the point.

Hansen abused her position by running the college as her own personal fiefdom. I have heard first-hand reports of unprofessional behavior by Hanson that border on the despicable.

From what I understand they were doing Campus Security until it was taken away from them under the direction of the former president, Ms. Hansen. At least that is the interpretation given from all the hoopla over the "Campus Security" situation that has gone on for over a couple of years now.

Her seaverance package should have went to the Coos Bay Police Department. The taxpayers (local people) should not have to pay to protect the college. If the over-paid security guards can't do their jobs get some people who can..

Don't undo everything a person has done. She may not have been the best choice for the position and she admits she made mistakes, but she also made some important contributions.

Dr. Patty Scott was a great choice. I have worked with her from the first day she came to SWOCC and find her to be honest and dependable. By quiting, Hansen has done the smartest thing since she has been here. But why does she make a habbit of it. The last two colledges she worked at the same thing happened. She is gone and that is great newes. SWOCC is a good little college, but it is a shame the way things happen there. All a person has to do is show up for class and you are guarenteed at least a C grade and that is not right.

At this point, what is done is done! Learn from past mistakes and move on. I believe that it is time for the college to begin healing and make the negative into a positive. If you want to make your college a place of enjoyment, then it begins with each one of YOU. I believe that you have another good quality leader that has just stepped up to the plate - Dr. Patty Scott. The severance pay was specifically in her contract when she was hired. She has learned from past colleges that she was fired from...that its best to put a severance pay in her contract in case she is fired before the renewal of her contract. This happens in the corporate world all the time. She is lucky...she did not give her employees annual wage severance pay when she ran them off with no cause. I feel sorry for the next small college that she drives in the ground.

It's just another result of the Good Ole Boy System or better known as "You Scratch My Back, I'll Scratch Yours" network. Someone rocks the boat, starts to hold people accountable (and not just in education - in private business as well). Find a scapegoat, trump up some scandal and get rid of them. Same thing happened to the Band Director at Marshfield 5 years ago. The only difference is Hansen got a good buy-out.

Perhaps the evidence that comes from the OSBA investigations proves that Judith Hansen did nothing wrong. Perhaps the SOCC Board didn't do their jobs adequately either. This will not be the first or the last time people at the top have made gross negligence errors! Look at the bailouts that are going on in America! Those being bailed out across America had CEO's, and Board Members that should have all being doing what they were hired to do, but many of those CEO's received substantially huge "golden parachute" pay outs for screwing the stock holders and the taxpayers across America!!!! Everything that is going on around us today is a big neon sign flashing "WAKE UP" Americans, and step up to the plate, and take action, and make the powers to be held accountable for their mistakes that affect "YOUR" pocket book. I am disappointed to see how all of this has turned out. Although Judith was controversial, I believe she was finally making the administration and (some) faculty at SWOCC tow-the-line. Unfortunately, I fear the college will lapse back to the provincial status-quo reputation it had from years past. I wish Judith the best of luck in her future endeavors - I applaud her for her hard work during her time in Coos Bay. While we're at it here - why not take a look at the majority of the Board at SWOCC - therein lies the root of the problem! Amateurs...

Well Mike it looks as though the Board didn't get it together until it was too late - at least financially for the college, if that is all true. Perhaps the Board has recognized their mistakes, and will move forward, and demand proof of everything instead of taking the word of the upper management.
The Board really needs some stable procedures and policies in place, and not allow "golden" parachute clauses.

On another note, I have met Dr. Patty Scott, and she really does have the best interest of the students, and the college's well being in her heart, and she is very honest. In fact, I would like to see her apply for the position and receive it. I believe she will do an outstanding job!!!! The Board deserves a kudo for that choice! Good luck Dr. Patty Scott because you certainly have your work cut out for you.

and give the college a fresh start. It needs to purge the power structure at all levels before any advances can be made for the good of the school. The comments made regarding board responsibility are spot on: Hansen did not operate in a vacuum. Get rid of them. One would jettison them in a second if SOCC was a private corp.

Why were employees shocked that Dr. Hansen got a buy-out? It saves the college from a major lawsuit that would have cost more in time and money. Besides, several people at the college have recently asked the board to work out a buyout. The problem is, there have been no conclusive findings of wrongdoing - just unfounded allegations.

From what was said, the Judith Hansen followers should be happy since they all recently received "large" pay raises. Then it was supposedly announced that they were to be called "stipends." Then after all this was done, it was announced that the college had no money for payroll or past due bills, nor expenses for pay increases or insurance cap increases for the lowest paid personnel on the college campus. But low and behold, the Board found $150,000 + to pay off Judith Hansen for mismanagement of college funds!!!! Amazing at how that all works.

Whether you "won" or "lost" on whose side you were on...it is now time for the college to heal. Gracious "winners" and gracious "losers" coming together is the only thing that will help make the next president successful.

The culture of fear has certainly slipped on to the other hand - will the power be wielded the same as the accused? Will the new president, Dr. Scott, succeed in bringing all employees together...or just the ones who agreed with the coup?

In the Corporate world, everything that happens to a company good and bad is solely the boards responsibility.

So if the College is having financial and personnel problems it is because the board authorized it.

Dr. Hansen is what we like to call in the Financial world a scapegoat. The "Golden" parachute package is a payoff to "almost" insure a no backlash clause and eventual lawsuit.

Let's wait for the facts that will come out in the report by OSBA and see if it is a "Good Ole Boy" network on the college campus, or if there really was mismanagement and gross negligence on the part of Judith Hansen. By her resignation and not waiting for the OSBA report to show that she is telling the truth is sort of an underlying admission of guilt.

If Judith Hansen was found to be in gross negligence and mismanagement of the college, why did the Board settle on any compensation? In the future, the Board needs to have a clause in all of the upper management positions stating that if they are found mismanaging the institution on any level, they will get zero payout of any kind. Maybe this will keep future CEO's, etc... on the honest side. What a pity that it took three years for the Board to listen to the 80% no confidence vote of the college employees. With 1.5 milllion already borrowed for payroll and past due expenses made, will they have to borrow more just to pay off Judith Hansen? If there are others on the upper management side in contempt, then they need to be gone too!!!! Now is the time for the Board to clean house and rid the rest of the dirty players!! Shame on all that are involved in this financial crisis that will be felt for years to come!
